In the kanto region their are 8 specialised trainers who are known as gym leaders. These leaders are alot stronger than regular trainers and will specialise in one type of pokemon, for example Brock used Rock type pokémon.

The Elite Four are the four strongest trainers in the region and must be battled one after the other. They all specialise in different types and are at a very high level compared to Gym Leaders. Anyone who beats the Elite Four would be crowned the Champion.

Once you have beaten the entire Elite Four you get to become the champion. However, you get informed that someone else has just beaten the Elite Four right before you and become the Champion first. You must face and defeat him if you wish to become the new Champion.
When you enter the Champion's chambers you come face-to-face with the Champion of the Kanto region; Blue, your rival. You need to defeat him for one last time to become the Champion, and Blue will come at you with full force.
His team varies slightly depending on the starter you have chosen and is fully balanced, having no shared weakness amongst most of his team.
